On February 24, Russian President Vladimir Putin, in response to an appeal from the leaders of the Donbas republics, decided to conduct a special military operation. The Russian leader stressed that Moscow's plans do not include the occupation of Ukrainian territories. On March 24, the UN General Assembly adopted a  Western resolution on Ukraine, which makes Russia responsible for the current crisis.
