Residents of the new entities are recognized as Russian citizens from September 30

MOSCOW, 3 October. /TASS/. The State Duma at a meeting on Monday unanimously adopted in the first reading and immediately as a whole four draft constitutional laws on the entry of the Donetsk and Lugansk People's Republics, as well as the Kherson and Zaporizhzhia regions into Russia. According to the laws, residents of the new subjects from the day the regions were admitted to Russia - September 30 - are recognized as Russian citizens, and they are given a month to apply for renunciation of Russian citizenship. At the same time, it is specified that the acquisition of citizenship is possible subject to the submission of an application and taking the oath of a citizen of the Russian Federation.

The deputies greeted the results of voting on each of the four federal constitutional laws with applause. After the adoption of the laws, the deputies of the State Duma listened to the anthem of the Russian Federation while standing.

Territory boundaries

According to the documents, the DPR and LPR within Russia will retain the status of republics and their former names, the state language will be Russian. Kherson and Zaporizhzhia regions will also become part of Russia as separate subjects - they will remain regions.

The boundaries of the republics and regions will be determined by their borders, which "existed on the day of their formation and acceptance into the Russian Federation." International treaties specify that the borders associated with the territory of a foreign state will be the state border of the Russian Federation. At the same time, as stated in the constitutional laws, the DPR and LPR are part of the Russian Federation within the 2014 borders established in their constitutions.

Transitional period

According to the laws, from the date of acceptance of new regions into Russia until January 1, 2026, a transitional period will operate. As Pavel Krasheninnikov, head of the State Duma Committee on State Construction and Legislation, said earlier, the documents establish the most important social and economic guarantees for people living in the territories of the constituent entities of the Russian Federation and form a system for protecting their rights and freedoms.

Thus, citizens of the Russian Federation living in the territories of the DPR, LPR, Zaporizhzhia, or Kherson regions will be provided with guarantees for the implementation of labor activities. In addition, documents on education issued earlier in the DPR, LPR, and Ukraine, as well as documents confirming civil status, work experience, the right to receive pensions, and social and medical assistance, will be recognized.

Until June 1, 2023, territorial bodies of federal executive bodies will be created in the new republics and regions. During the transitional period, prosecutorial bodies will also be created and the functioning of the judicial system of the Russian Federation will be ensured.

As Krasheninnikov noted earlier, urban and municipal districts in the regions will be formed within six months, and the boundaries of municipalities will be determined.

Monetary units and budget

The monetary unit in the DPR, LPR, Kherson, and Zaporizhzhia regions from January 1, 2023, will be the Russian ruble, until the end of 2022, and the circulation of the Ukrainian hryvnia will be allowed in the regions. At the same time, the Central Bank of the Russian Federation will establish the specifics of the activities of credit and non-credit financial institutions.

Also, from January 1, 2023, the budget legislation of the Russian Federation will be applied in new regions, and the budgets of new regions will be approved until December 15, 2022.

In addition, until January 1, 2028, state registration of rights to real estate will be possible on the basis of documents issued by state authorities of the republics and Ukraine. On the territory of the new entities, a special regime for regulating urban planning activities is also established until January 1, 2028. After that, the processes of urban planning activities will be brought into full compliance with the Urban Planning Code of the Russian Federation.

About accepting subjects

On Sunday, the President of the Russian Federation submitted to the State Duma a draft of federal constitutional laws on the admission of subjects to Russia, as well as international treaties for ratification. The day before, the Constitutional Court of Russia approved the documents submitted by the head of state.

On September 30, a solemn ceremony was held in the Kremlin, during which Russian President Vladimir Putin signed agreements with the heads of the Donetsk and Luhansk People's Republics, Kherson and Zaporizhzhia regions on the inclusion of territories into the Russian Federation. Earlier, referendums were held there, the inhabitants of the regions supported the accession to Russia by a majority of votes.
