The United Nations Climate Change Conference (COP28) took place on 30 November 2023 in Dubai, United Arab Emirates, and was attended by more than 150 heads of state and government. Among the 65,000 participants were representatives of interest groups, businesses, international organizations and billionaire philanthropists. See the decisions they reached here: COP 28 decisions .
COP28 endorsed net zero CO2 (CO2-Net Zero). The false narrative of reducing greenhouse gas emissions set the stage for unleashing economic and social chaos.
Bill Gates , for his part, has generously come to the rescue of family farms by buying out bankrupt farms across America. According to globalists, food production is “triggering global warming.”
COP28 also highlighted "the climate crisis at a time when global temperatures are reaching new heights (2023) and extreme weather events are affecting people all over the world."
.COP29 in November 2024 will be held just a week after the US presidential election, in Baku, Azerbaijan, the volatile geopolitical hub of the Caspian Sea.
Azerbaijan – which is ironically a major oil producer – has committed to “green energy” ( CO2 Net Zero ), and that will require a drastic reduction in greenhouse gas emissions. It seems absurd.
ENMOD techniques
Environmental modification techniques, the subject of this article, have been carefully kept out of the climate change debate. The history of ENMOD techniques is long and complex:
"The American mathematician John von Neumann, together with the US Department of Defense, began his research into weather modification in the late 1940s, when the Cold War was at its height, and he foresaw "forms of climate warfare hitherto unimaginable". During the Vietnam War, cloud -seeding techniques (which began in 1967 under the "Skipper'n Project", Project Popeye) were used , and the aim was to extend the monsoon rainy season and block enemy supply routes along the Ho Chi Minh Trail.
The US military has developed advanced methods to selectively alter weather patterns. The technology, first developed in the 1990s with the High-frequency Active Auroral Research Program (HAARP) , was an extension of the Strategic Defense Initiative – 'Star Wars' (See my article below).

ENMOD methods used as weapons
While environmental modification methods (ENMOD) have been available to the US military for over half a century, we have no 100% certain evidence that these methods have been used to trigger extreme weather.
The heat waves of the summer of 2022, along with catastrophic fires in Western Europe, North Africa, California, India, Pakistan, and the Yangtze Valley in China, have simultaneously affected the lives of millions of people around the world, with catastrophic social and economic consequences.
" The Yangtze River Delta has not experienced such high temperatures since record keeping began , and such high temperatures are associated with drought."
According to reports from August 2022, daily hydroelectric power production in the Yangtze has fallen by 51% , resulting in the suspension of production in the mega-industrial Chongqing region, which has a population of over 30 million.
In May 2022, Pakistan was among the top 23 countries in the world experiencing severe drought and desertification. A few months later, during the monsoon season, the Indus Valley experienced the worst flooding in living memory. Rainfall in the provinces of Sindh and Baluchistan " was at least seven times above normal."
“ Man-made climate change” was blamed for the floods in Pakistan that “killed 1,508 people, inundated millions of acres of land and affected 33 million people. More than half a million have been left homeless.”
C02? What is the cause of extreme weather?
Although there is no concrete evidence that the heat waves and floods of 2022 were caused by ENMOD technology, the issue of climate manipulation must still be considered and analyzed.
US military documents, as well as scientific reports, confirm that environmental modification techniques were fully operational by the mid-1990s.
On the other hand, it is not concretely proven, as the MSM (which routinely quotes authoritative climate scientists) claims, that these extreme weather phenomena are the result of so-called "human-caused greenhouse gas emissions."
It should be understood that these greenhouse gas emissions – which are said to be causing “global warming” – are being used as a pretext and justification for drastic and unnecessary measures that contribute to the total destabilization of agriculture. These measures have been introduced simultaneously in many countries. They are being maintained as part of a “climate consensus” that also includes banning the use of fossil fuels.
The underlying procedure is as follows: the “ climate agenda” (i.e. global warming) involves restricting the use of fertilizers, with the aim of “cutting nitrogen emissions” (for example in the Netherlands and western Canada). “ until it becomes impossible to survive as a farmer” . This in turn leads to widespread food shortages and famine.
There are far too many coincidences and contradictions. The causes of extremes must be addressed. Much of the information about the use of ENMOD and the impact it has had is classified.
The matter should have been the subject of an intergovernmental investigation (under the auspices of the UNGA) conducted in accordance with the terms of the historic international Convention of 1976 , ratified by the UN General Assembly (UNGA), on the “prohibition of military or other hostile uses of environmental modification methods” having widespread, long-lasting or severe effects. (See AP, May 18, 1977). Both the United States and the Soviet Union signed the Convention:
….Each State Party to this Convention undertakes not to engage in military … use of environmental modification techniques which have widespread, long-lasting or severe effects, as a means of destroying, damaging or injuring another State Party. It is worth noting that in February 1998 the European Parliament's Committee on Foreign Affairs, Security and Defence Policy held a public hearing in Brussels on the HAARP programme.(17) The Committee's Motion for Resolution submitted to the European Parliament:
“… views HAARP…, because of its far-reaching impact on the environment, as a global problem, and calls for the legal, ecological and ethical implications to be examined by an international, independent body [… The Committee] regrets that the United States Administration has repeatedly refused … to provide evidence to the public hearing … on the environmental and public risks [of] the HAARP program.”
War
Environmental modification methods (ENMOD) are instruments of “war.” They are an integral part of the US military arsenal.
“Weather modification will become a part of domestic and international security and can be done unilaterally… It can be used offensively or defensively or even for deterrence. The ability to create precipitation, fog, and storms on Earth, or to modify the weather in space… and the production of artificial weather are parts of an integrated set of [military] technologies.” (Study commissioned by the US Air Force: Weather as a Force Multiplier, Owning the Weather in 2025 , August 1996)
It should be noted that with the shutdown of the HAARP program in Alaska in 2014, the Pentagon's Defense Advanced Research Projects Agency (DARPA) has been actively involved in ENMOD research, much of it classified. A 2009 article in Science states:
“An official advisory group to the Defense Advanced Research Projects Agency (DARPA) is calling [March 2009] an open meeting … to discuss geoengineering , … DARPA is the latest in a string of official science-funding agencies or top scientific groups exploring the controversial idea. ”
In relation to the current context, including the war in Ukraine, the Pentagon has formulated the contours of a global military agenda, a “long war”, a war without borders. “War” is part of a military arsenal that has a variety of different conventional and strategic weapons systems. ENMOD is a potential weapon of mass destruction (WMD), with the capacity to destabilize an enemy’s ecosystem, destroy agriculture and disable communication networks.
Weather manipulation is the superior weapon to get ahead of the enemy. It can be directed at enemy countries, or even “friendly nations,” without them even knowing about it.
Climate manipulation can be used to destabilize an enemy's economy, ecosystem, and agriculture. ENMOD methods can undermine an entire national economy, send millions into poverty, and "kill a nation" without the deployment of troops and military equipment.

Does the US military “own the weather”? Are they turning the weather into a weapon in their modern warfare?

Introduction
American mathematician John von Neumann , working with the United States Department of Defense, began his research into weather modification in the late 1940s, at the height of the Cold War, and he envisioned "forms of climate warfare hitherto unimaginable". During the Vietnam War, cloud -seeding techniques (started in 1967 under the "Skipper'n Project", Project Popeye) were used , with the aim of extending the monsoon season and blocking enemy supply lines along the Ho Chi Minh Trail.
The US military has developed advanced methods to selectively alter weather patterns. The technology, first developed in the 1990s with the High-frequency Active Auroral Research Program (HAARP) , was an extension of the Strategic Defense Initiative – the US's 'Star Wars'. From a military perspective, HAARP – which was officially decommissioned in 2014 – is a weapon of mass destruction operating from the outer atmosphere and capable of destabilizing agricultural and ecological systems worldwide.
Officially, the HAARP program has been shut down in Alaska. The weather modification technology, shrouded in secrecy, still exists. HAARP documents confirm that the technology was fully operational in the mid-1990s. It should be emphasized that while the US military confirms that drone warfare is fully operational, there is no documented evidence that it has been used militarily against US enemies. The subject is taboo among environmental analysts. No in-depth studies have been conducted to reveal the operational dimensions of drone warfare.
The effects of ENMOD techniques for military use were documented by CBC TV in the mid-1990s:
The CBC TV report acknowledged that the HAARP facility in Alaska, run by the US Air Force, had the capacity to trigger hurricanes, earthquakes, floods and droughts.
“It is not just conspiracy theorists who are concerned about HAARP. In January 1999, the European Union called the project a global problem and passed a resolution calling for more information about health and environmental risks. Despite the concerns, HAARP officials insist that the project is no more sinister than a radio research facility.”
“Electromagnetic weapons … have an invisible impact that is hundreds of times more powerful than the electric current in a lightning bolt. One can shoot down an enemy missile from the air, another can blind soldiers on the battlefield, and yet another can control an unruly crowd by burning the outer layer of their skin. If detonated over a large city, an electromagnetic weapon can destroy all electronics in a matter of seconds. All of these weapons use focused, directed, energy to create a powerful electromagnetic pulse.”
Directed energy is such a powerful technology that it could be used to heat up the ionosphere to turn the weather into a weapon of war. Imagine using a flood to destroy a city or tornadoes to decimate an oncoming army in the desert. The military has spent a tremendous amount of time on thermal modification as a concept for various combat environments. If an electromagnetic pulse were to go off over a city, in principle all the electronic things in your home would go black and be permanently destroyed.” ( CBC, 1996 )

In this article, we will present key quotes from a 1996 US Air Force document analyzing thermal modification methods for military use.
The underlying theme from a military point of view is "owning the universe".
At the time the study was conducted, in 1996, the HAARP program was already fully operational, as the CBC documentary documented.
The purpose of the report (in the public domain) is described as follows:
"In this report, we show that the appropriate use of weather modification can provide battlefield dominance to a degree never before imagined. In the future, such operations will increase air and space superiority and provide new options for battlefield design and awareness, where they await our coming together. By 2025, we can 'own the weather.'" (Commissioned by the US Air Force, document AF 2025 Final Report (public document)

“ offers the warlord a wide range of possible options for defeating or subduing an adversary,” capabilities, the report says, which include triggering floods, hurricanes, droughts and earthquakes:
"Weather modification will become part of domestic and international security, and can be done unilaterally... It can be used offensively and defensively and even for deterrence purposes. The ability to generate precipitation, fog and storms on Earth or to modify the outer atmosphere... and the production of artificial weather are all part of an integrated set of [military] technologies."

…. “From enhancing friendly operations, or disrupting the enemy, via small-scale manipulation of natural weather patterns, to complete dominance over global communications and counterspace control, weather modification offers the warfighter a wide range of options to defeat or coerce an adversary. Some of the capabilities a weather modification system can provide the combatant commander-in-chief (CINC) are listed in Table 1.” (emphasis added)
Why do we want to tamper with the weather? is the subtitle of chapter 2 of the report.
According to General Gordon Sullivan, former Chief of Staff of the Army: “ As we make a technological leap into the 21st century, we will be able to see the enemy day and night, in all weathers—and go after him mercilessly.” Global, precise, real-time, robust, systematic weather modification capabilities can provide a warfighting commander-in-chief with a powerful force multiplier to achieve military objectives.
Since weather will be common to all possible futures, a weather modification capability will be universally applicable and useful across the entire spectrum of conflict. The ability to influence the weather even on a small scale can transform it from a force reducer to a force enhancer.”
Under the heading What do we mean by “Ver-modification”?, the report states:
“The term 'world modification' can have a negative connotation for many people, both civilian and military. It is therefore important to define the scope to be considered in this document, so that potential critics or supporters of further research have a common ground for discussion.
In the broadest sense, weather modification can be divided into two main categories : the suppression and intensification of weather patterns. In extreme cases, it can involve the creation of entirely new weather patterns, the suppression or control of severe storms, or even the alteration of global climate on a wide-ranging and/or long-term scale.
In the mildest and least controversial cases, it can consist of the induction or suppression of precipitation, clouds, or fog for short periods over a small area. Other low-intensity applications may include the modification and/or use of near-space as a medium to improve communications, disrupt active or passive sensors, or for other purposes.” (emphasis added)
The triggering of storms:
“Weather modification technologies may involve techniques that will increase latent heat release into the atmosphere, provide additional water vapor for the development of cloud cells, and provide additional heating of the surface and lower atmosphere to increase atmospheric instability.
Critical to the success of triggering a storm cell are the pre-existing atmospheric conditions locally and regionally. The atmosphere must be unstable to begin with, and the large-scale dynamics must support vertical cloud development. The focus of the weather modification effort would be to provide the additional ‘conditions’ that would make the atmosphere unstable enough to generate cloud and ultimately storm cell development.
The direction of storm cells once they have developed or strengthened is dependent not only on the mesoscale dynamics of the storm, but also on the regional and synoptic (global) atmospheric wind currents in the area, which are currently not under human control.” (page 19)
Are US intelligence agencies involved in climate change manipulation?
Back in July 2013, MSN News reported that the CIA was involved in helping to fund a National Academy of Sciences (NAS) project focused on geo-engineering and climate manipulation. The report not only acknowledged the existence of these technologies, but also confirmed that US intelligence has routinely been involved in addressing the issue of climate manipulation.
“The goal of the CIA-backed NAS study is to conduct a ‘technical evaluation of a limited number of proposed geoengineering techniques,’” the NAS website states. Scientists will attempt to determine which geoengineering techniques are feasible and attempt to evaluate the consequences and risks of each (including “national security considerations”).” (See Slate , July 2013)
The CIA is helping to fund the research because the NAS also plans to evaluate “the national security concerns” (that may be) related to geoengineering technology in use anywhere in the world, Kearney said.
In an email, Christopher White, a spokesman for the CIA's Office of Public Affairs, told MSN: 'On issues like climate change, the agency works with scientists to better understand the phenomenon and how it impacts national security. ' ( Slate )

Considering that our weather system on Earth consist of many different interdependent natural forces operating under The Chaos Theory, will cause havoc in another part of the world when one standard element, being it winds, currents, solar or other heating effects are interfered with, causing a Butterfly Effect. Even stopping all interference will initiate a CHANGE and so on ..... Humanity has now entered a very insecure future of our climate, able to cause havoc in any unpredicted area.
