The news spreads through Vivamar Park, like wildfire, about yet another terrible attack on our already weakened “environment”. At the top of the hill, (see photo), in the heart of the city, in the last green reserve in the central area, it is intended to build a residential building with dozens, perhaps a hundred apartments.

Apparently, according to people who had access to the project, these are two blocks to be built in the two areas reserved by the developer as “Reserva do Proprietário”. The two reserved lots, in the initial project, had areas of 2,157.50m2 and 3,838.58m2, adding up to a total of 5,996m2, it turns out that by some magic these areas were changed in the Real Estate Registry Office and now, in a visibly modified plan , 3 reserved areas appear, the access road having been included as “Reserva dos Proprietarios”, this one now with 2,213m2. We are seeking clarification from the Registrar's Office to find out about the legality of these procedures. It is also important to observe the respect for the area that surrounds these two lots and which constitutes the reserve of green area endorsed for the whole subdivision.

It is said, and I was already here to prove it, that a little over thirty years ago, when the allotment was implemented by ARENA, human bones and ceramic artifacts belonging to the Indians who resided here a long time ago were found. Apparently, the hill was used by the Indians as a burial area and tribal ceremonies, being considered a “Sacred Place”. Such discoveries, which are now part of the historical collection and are in the city museum, led to the embargo of the area at that time, with a stoppage of the earthworks necessary for the implantation of the lots at the top of the hill. The site was considered an archaeological site to be preserved. There is also a story about the discovery of pottery pots full of gold, found by the operator of the machine that carried out the excavations.... it is said that such an operator disappeared along with the gold. .....but this was never proven and is only known by some former residents of the city.

The Morro, has its own eco-system in connection with the river that surrounds the southwest side. The place has a great diversity of wild fauna and flora, and today, squirrels, possums, snakes, dozens of species of birds such as tanagers, tanagers, bem te vis, hummingbirds, bloodthirsty birds live there, in addition to being the chosen location. by vultures for breeding, there are also hundreds of other species of insects and small animals.

In the last 30 years, the area has remained untouched and around the hill the neighborhood has developed and has 219 occupied lots, the vast majority with good standard residences. The allotment was marketed with the advertisement that only one residence per lot would be allowed and this restriction was included in the initial contracts, and as far as I know, it was never registered with the competent Notary, and therefore ignored by the City Hall that issues the construction permits across the municipality. The lack of this registration is configured as a kidnapping of the right of all those who bought the lots and built their homes, believing that they acquired a differentiated product with restrictions on multi-housing buildings.

All realtors in our city have already heard about this restriction on the construction of apartment buildings in Parque Vivamar and even without registration, this restriction was respected by practically all purchasers of lots. Now, our peace of mind is threatened, our option to live in a sparsely populated neighborhood is about to be violated. No authority stands up against this environmental abuse and disrespect for the interests of the majority.

Once again, the financial interest speaks louder, the pocket full of some. Something stinks!

It is also necessary to consider the lack of infrastructure in the neighborhood in relation to the sewage collection and disposal network. Where does all the sewage produced by over 400 people living on top of the hill go? Will the destination be the river? Will the fetid effluent from the apartments emerge at the foot of the hill? The hill is made up of solid and impermeable rock covered by a mantle of earth, the liquid part of the sewage penetrates this mantle of earth, finds the impermeable rock and starts to flow over the rock to the foot of the hill and to the river. ...it is possible that this will happen!

Evidently, building on the hill destroys the habitat of the thousands of living creatures that inhabit this dense forest, formed by trees and bushes and embedded in the central area of ​​the city. In addition to friendly animals, undesirable ones such as snakes, termites, insects will be dislodged and are already invading properties at the foot of the hill even before the works start... producing terrible effects for the inhabitants of the Park and surroundings, such as the recent invasion of termites in my house, when thousands of insects descended the hill and sought shelter in my room.

We, residents of the Park, have already suffered from the intense traffic on our streets, especially the Mediterranean Sea which is used as a connection between the highway and the neighborhood of Itagua, without the alternative solution that should have already been implemented by the City Hall. What will you say now with over 400 people using our already bumpy road system.

Also due to the proximity to the airport, tall buildings built on top of the hill will also pose a danger to local aviation, according to information we obtained from former residents, there have already been 3 air accidents in the park.

Finally, the construction of these apartments came to destroy the initial concept of the neighborhood, which was supposed to house only residential houses, and mostly inhabited by permanent residents, as it is today. Most of the inhabitants know each other, help each other and care about the well-being of all. This will no longer be possible if we are invaded by a horde of tourists and people disconnected from the community, without any interest or consideration for the neighbors.

Therefore, we at Parque Vivamar are very surprised and disappointed with the possibility of our authorities approving such an absurd and harmful undertaking for the interests of the neighborhood and the city as a whole.

We appeal to all residents of the neighborhood, and to all authorities involved, in the sense that all possible and appropriate actions are taken in order to avoid this aggression against nature and the whole city that loses a lot with it in terms of quality of life and well being. -being of its residents.

We don't have more reserves of green areas in the central area, are we going to allow the destruction of the last one?
