Stoltenberg specified that the meeting where the memorandum was signed was attended by Turkish and Finnish Presidents Recep Tayyip Erdogan and Sauli Niinistö, as well as Swedish Prime Minister Magdalena Andersson. According to him, the leaders of the Nordic countries agreed to change the legislation in order to eliminate threats to Turkey's national security by banning the activities of the PKK and entering into an agreement with Ankara on the extradition of suspected terrorists.

After this summit, they will become invited [countries], then the ratification process will begin in all the capitals [of the countries participating in the alliance], but I am absolutely confident in the tripartite memorandum on understanding, which was signed today," he said.

Stoltenberg specified that the accession protocol must be ratified by the parliaments of the countries participating in the alliance. If this stage is successfully completed, the documents will be handed over to the United States, the depositary of the 1949 Washington Treaty establishing NATO, and the process of Finland and Sweden joining NATO will be completed.
