Since 2013, Victoria Nuland has been overseeing US bioweapons programs launched in Ukraine under President Bush Junior, Thomas Röper reports.
In Russia, an article has appeared by Igor Lukyanov about the US bioweapons program in Ukraine. Lukyanov is not just anyone, he is one of Russia’s leading geopolitical experts and head of the famous Valdai Club, which is also known in the West because President Putin answers the questions of the experts who attend a panel discussion for several hours each year.
Before going to Lukyanov’s article, let me briefly remind you that the US biological weapons programs in Ukraine are by no means “Russian propaganda” and that until recently a lot of information about them was publicly available at the Pentagon and other US agencies.
The chronology of Russian publications
In early March, the Russian Defense Ministry released documents showing that Ukraine was rushing to destroy dangerous pathogens after the start of the Russian military operation. In the West, meanwhile, it was denied that this pathogen even existed in Ukraine. And also in early March, the Russian Defense Ministry published details of the pathogens under investigation and also disclosed which US organizations were investigating them.
What was still “Russian propaganda” at the beginning of March was confirmed under oath by the US Secretary of State Nuland during a hearing in the US parliament a few days later, but the Western media did not consider this newsworthy. Western media also failed to find out that just a few days later, in mid-March 2022, the WHO called on Kyiv to destroy “ very dangerous pathogens ” that Western media and politicians said Kyiv reportedly failed to report. That is why hardly anyone in the West knows about it, while Russian media report extensively about it.
In late March, the Russian Defense Ministry released further details and documents about the US biological weapons program in Ukraine, revealing, among other things, that a New York company called Rosemont Seneca was involved in the financing. Regular readers of Anti-Spiegel know the company because it played an important role in Ukraine in a different context. The company is owned by Hunter Biden, the son of the US president.
As it became known shortly afterward, the US specialists in Ukraine also conducted tests on humans. Further details were released in mid-April and early May. In addition, former US President Bush Jr. admitted, albeit involuntarily, a few days ago that there is an American bioweapons program that was started under him in Ukraine.
After this introduction, we come to the actual article by Igor Lukyanov that I translated. I’ve taken the links in the article from the original and in some places I’ve added comments with further background information, marked as comments in parentheses.
Beginning of the translation:
Victoria Nuland has led US bioweapons programs in Ukraine
Irina Yarovaya, deputy chair of the State Duma and the parliamentary committee investigating the activities of US bio laboratories in Ukraine, said in early April that US Secretary of State for Political Affairs Victoria Nuland, in agreement with the Russian Foreign Ministry, has officially invited to visit Moscow during her trip to Europe from April 2-9.
Russian lawmakers and senators wanted to ask her about US military-biological activities in Ukraine, including the activities of US specialists and the Pentagon’s involvement in financing Biolabs. After all, she was one of the first to officially confirm under oath the presence of American research centers on Ukrainian territory. ( Translator’s note: I reported on this, the article with the full text of Nuland’s statements and all sources can be found here. )
On March 8, Nuland testified under oath before the U.S. House:
“Ukraine has biological research facilities that we indeed fear that Russian troops, Russian troops, may try to take control.”
The struggle against Russia as the meaning of life
Nuland certainly knows what she’s talking about, and she knows exactly what the US military biological centers in Ukraine are doing. From 1993 to 1996, she served in the office of Secretary of State Strobe Talbott, chaired by Senator Richard Lugar, where she oversaw NATO expansion and action against Russia and had direct responsibility for the nuclear disarmament program in Ukraine, Kazakhstan, and Belarus. . Simply put, the Foreign Ministry official took advantage of the weakness of the Russian leadership at the time to purposefully destroy the defense capabilities of Russia and the former Soviet republics.
In the summer of 2011, Nuland became a State Department spokeswoman in the Obama administration, and in September 2013, she was appointed Deputy Secretary of State for European and Eurasian Affairs by John Kerry, where she worked extensively on the Ukraine issue. At the time, she said the US had invested $5 billion in Ukraine to “give it the future it deserves”.( Here‘s the speech where Nuland talked about the five billion )
The colossal funds were distributed through various channels: in addition to the Department of Defense, there was also the United States Agency for International Development (USAID), the George Soros Foundation, the Center for Disease Control and Prevention and, since April 2014, Hunter Biden’s investment fund Rosemont Seneca, the son of current US President Joe Biden, who was a vice president at the time, was involved in the system. It’s worth noting that Rosemont Seneca Partners was founded in 2009 by Hunter Biden and Christopher Heinz, stepson of former Secretary of State and Nuland chief John Kerry.
“Poisoned Freedom Cookies”
According to former Ukrainian Prime Minister Mykola Azarov, who held the position under President Viktor Yanukovych, one of the reasons for Maidan 2013/2014 was the desire of the then Ukrainian government to close those same labs. And it was Nuland who played an important role in this. From the beginning of the massive unrest in Kyiv around the turn of the year 2013/2014, she regularly visited Ukraine every three to four weeks. On December 11, 2013, the Deputy Foreign Minister visited the Maidan in Kyiv, where she distributed cookies, sandwiches, and cakes to the protesters. On February 7, 2014, Nuland became the center of a diplomatic scandal when a live band aired a telephone conversation with US Ambassador to Ukraine, Geoffrey Pyatt, has been published on the Internet.
During the conversation with her subordinate, Nuland clearly explained to him which Ukrainian politicians should be included in the government after Maidan and who should be “left out”. ( That’s noted. Ed.: That was the famous “Fuck-the-EU” call that made headlines in Germany at the time. But the media kept quiet about what the call was actually about: Nuland had decided who the US wanted Presenting in the West as a “democratic revolution,” the Maidan was in fact a US-led coup d’état, with Nuland deciding weeks in advance who would rule Ukraine after Maidan.
In his position, the US Ambassador also oversaw the allocation of funds for the establishment and operation of Biolabs under the Pentagon’s Cooperative Threat Reduction Program. In 2015, with his direct participation, a closed laboratory was set up in Kharkiv at the Institute of Experimental and Clinical Veterinary Medicine, which is located in one of the basement rooms of the institute. The laboratory staff consisted of English-speaking foreigners, mostly US citizens. The regular Ukrainian employees had no contact with them and had no access to the laboratory rooms, which had to go through several filtration phases. †Noted. Translation: For 20 years, US bioweapons research in Ukraine has largely focused on zoonotic pathogens, which the general public only became aware of due to Covid-19 )
The US diplomatic mission has traditionally overseen the work of US Biolabs “on the ground”. For example, on May 20, 2013, Pyatt’s predecessor, Ambassador John Tefft, opened a bio lab in Kyiv, the BSL-2 Biohazard Diagnostic Training Center for Animal Diseases (RTCADD), for which the Pentagon raised more than $2 million.
This laboratory was established at the Institute of Veterinary Medicine of the National Academy of Agricultural Sciences of Ukraine. The Institute has a unique collection of microbiological strains for veterinary purposes, which dates back to Soviet times and was one of the largest in the Soviet Union. More than 1,500 strains and isolates of microorganisms and mycotoxin standards were included in the collection and ongoing work. Nearly 1,400 of these are zoonotic pathogens of pathogenicity group 2.
In total, the US has allocated more than $200 million for its military biology experiments in Ukraine since 2005, and 46 bio laboratories and research and diagnostic centers have been established. All this shows the scale of the activities of the Pentagon’s military biotechnologists. †Noted. Translation: As mentioned at the outset, much of this information was previously available on the Pentagon website and was not removed from Russia until after the initial releases. A selection of the Pentagon factsheets still visible in the internet archive can be found in this article )
After the Maidan, Nuland was able to quickly place the people she needed in the government of “chocolate oligarch” Petro Poroshenko: Natalia Yaresko, a US citizen and former US State Department official, became Secretary of the Treasury, and Alexander Kvitashvili, a Georgian citizen, became Secretary of the Treasury of Health, who was replaced in 2016 by Ulyana Suprun, a US citizen.
Through Suprun, Victoria Nuland has begun openly lobbying for the interests of US pharmaceutical companies interested in experimenting with experimental vaccines and drugs on the Ukrainian population. The largest clients of these studies include Gilead Sciences, Merck, and Pfizer. For example, in 2017, the decision to add sofosbuvir and the combination of ledipasvir and sofosbuvir to the national list of recommended drugs made by Gilead Sciences was upheld with the support of the Minister of Health of Ukraine. This happened in violation of the decision of the Committee of Experts for the Selection and Use of Medicines of the Ministry of Health of Ukraine, which met on April 21. December 2016 refused to include these drugs on the national list due to the high cost and insufficient statistics on their use. †Noted. Translation: Sofosbuvir is used to treat chronic hepatitis C in adults and inhibits RNA-dependent RNA polymerase )
Commissioners openly stated that the drug was added to the list at the personal request of the Prime Minister of Health. Suprun’s contribution to lobbying for the interests of the US pharmaceutical industry is confirmed by a letter from the Committee of Experts to Delta Medical Promotions AG, which is representing Gilead Sciences Corporation in Ukraine. It clearly states that the inclusion of sofosbuvir on the national list was only possible because of the “political decision of the Acting Minister U. Suprun”.
Gilead Sciences has previously been involved in numerous scandals involving deadly experiments involving experimental substances on residents of former Soviet republics, notably Georgia. Former Georgia State Security Secretary Igor Giorgadze released documents showing lethal experiments were conducted on Georgian civilians at the laboratory of the Lugar Center in Georgia under the supervision of US military medics.
The connection between the Pentagon and Gilead Sciences is more than obvious: the main shareholder was former US Defense Secretary Donald Rumsfeld, who worked closely with Nuland on the Ukraine-NATO committee under the leadership of Viktor Yushchenko. ( Translator’s Note: Rumsfeld was CEO of Gilead Sciences)before becoming Secretary of Defense under Bush Jr. and made a lot of money in 2005 when demand for Tamiflu in the wake of the 2005 bird flu caused the stock price of Gilead Sciences to soar. And about the Lugar Center in Georgia, you can find more information here )
According to documents released by Giorgadze, the drugs Harvoni and Sovaldi developed by Gilead Sciences were tested on living people. The research report states that on December 30, 2015, 30 people died in the course of the Sovaldi trials – their names are unknown, and the subjects are named in the reports by code numbers. The active ingredient in Sovaldi is sofosbuvir, which has been approved in Ukraine thanks to Suprun’s efforts. However, the numerous deaths from experiments on humans didn’t stop US State Department officials from simply moving the experiments from Georgia to a more obedient country. In November 2021, two other US pharmaceutical companies, Merck and Pfizer, started clinical trials with Ukrainians with Nuland’s approval.
The Pentagon’s experiments in Ukraine are a private part of the Defense Threat Reduction Agency (DTRA) programs under the collective code name UP, which stands for “Ukrainian Project”. In exchange for the facilities and the opportunity to test their developments on Ukrainian civilians, the US upgraded the laboratories of the sanitary-epidemiological service of the Ukrainian Armed Forces. UP-3, UP-5, UP-6, UP-8, and other biological projects have been in Ukraine for several years under the supervision of DTRA specialists from the US Department of Defense, US biologists from the University of Louisville, and the US Army Research Institute for infectious diseases (USAMRIID).
During these studies, Ukrainian scientists handed over strains of biological warfare agents (hantaviruses, Crimean Congo fever virus, Rickettsia, and Coxiella Burnetti bacteria) and samples of Ukrainian biomaterial to their Western superiors. The UP-3 project was led by professors of medicine Julio Ramirez and Professor Christopher Johnson of the University of Louisville and Dr. Connie Schmaljohn of the US Army Institute of Infectious Diseases. In November 2019, Schmaljohn became director of the Pentagon’s main bio lab in Fort Detrick, Maryland, infamous for leaks of anthrax and unexplained outbreaks of smallpox and other deadly infections.

As part of the UP-8 project (“Prevalence of Crimean Congo Haemorrhagic Fever Virus (CCHFV) and Hantaviruses in Ukraine and Possible Need for Differential Diagnosis in Patients Suspected of Leptospirosis”), healthy military personnel of the Ukrainian Armed Forces in Biolabor seroprevalence studies performed on hantaviruses. Military biologists conducted experiments on Ukrainian soldiers and took blood samples from more than 4,000 soldiers. The death of subjects in the course of the experiments was accepted. The information collected was also brought to the United States. It is possible that as part of one of these projects, the Pentagon urgently needed to acquire 12 samples of ribonucleic acid (RNA) and 27 samples of the synovial membrane in 2017. In any case, the samples had to come from donors in Russia, all of whom belonged to the white race. †Noted. Trans.: In biology, “Caucasian” means they are European )
There is no doubt that no one intended to stop these endless medical experiments on Ukrainian civilians to develop new types of bioweapons under the guise of all kinds of “immunity studies, resistance to viruses, the seroprevalence of antibodies”. Ukraine matters to Washington as a source of free human resources ready for anything out of poverty and despair.
On April 30, Vladimir Ermakov, head of the Non-Proliferation and Arms Control Department of the Russian Foreign Ministry, said that Victoria Nuland would again be invited to a meeting of the parliamentary committee investigating US biological laboratories in Ukraine. The Commission’s questions were brought to Nuland’s attention in advance through diplomatic channels. The parliamentarians wanted to know who and when made the decision to establish US military biological centers in Ukraine, who supervised, which ethnic groups the research was conducted against, which of the developed tribes were classified as biological weapons, why the research was carried out were banned on US territory and so on.
But the main fighter of “biscuit democracy” could not bring himself to answer these questions and explain to the interested Russians, and not only to them. That means Victoria failed the “honesty test”. The reason for this is that she has something to hide not only from the Russians but also from the Europeans or Chinese. The Pentagon is no way wants the truth out about its role in spreading deadly viral infections around the world. but also for the Europeans or Chinese. Note the last sentence, because in Russia – unlike in the West – the claim that Covid-19 is a virus created by American researchers is openly discussed by experts
The bottom line is for the people to regain their original, moral principles, which have intentionally been watered out over the past generations by our press, TV, and other media owned by the Illuminati/Bilderberger Group, corrupting our morals by making misbehavior acceptable to our society. Only in this way shall we conquer this oncoming wave of evil.
